Resources for Elderly Assisted Living

• Assisted Living Facilities may be defined broadly as housing complexes designed to meet the needs of particular resident populations, such as the elderly or people with certain kinds of disabilities. The individual housing units may or may not be “complete living facilities” with full kitchens and bathrooms. The facilities typically offer limited, non-medical services to support independent living by tenants, including services such as meals, transportation, recreation and housekeeping.
• Facilities can be created through new construction, acquisition/rehab of existing properties, and conversions of non-residential buildings.
• FA programs fund housing, not services, which need to be funded through other sources such as insurance programs.
• Virtually all of MFA’s rental housing programs can be used for assisted living facilities, with certain caveats imposed by federal regulations. These typically address:
  
  
  1. Lease terms – often required to be at least 6 months to meet definitions of permanent housing.
  2. Minimum unit and facility requirements – programs may require complete living units or project-wide facilities such as dining rooms.
  3. Affordability requirements – all MFA programs impose some use restrictions, limiting use of some portion of the developments to low income use.
  4. Specific limitations of individual programs.
