Housing Development Staff and Responsibilities

What do we do?

Housing Development administers programs for affordable rental and single family development. The multifamily programs provide funding throughout New Mexico for the acquisition, rehabilitation, new construction and, in some cases, refinance of rental housing. These multifamily programs are usually, sponsored by private for-profit, not-for-profit and public housing authority developers. Programs are also available for developers for the acquisition, rehabilitation and new construction of single family units. Linda Bridge – Director of Housing Development - (505) 767-2262

Linda oversees the Development department staff in the marketing and administration of all of the MFA’s housing development and lending programs, including direct oversight of the Low Income Housing Tax Credit Program. She is responsible for establishment of program policy and procedures, achieving production goals, research and long-term program planning.

Daniel Puccetti – Program Manager - (505) 767-2251

Daniel is available to assist developers in utilizing MFA’s affordable housing lending programs – HOME (for single family and multifamily development), 542c Risk-Sharing construction and permanent loans, and Housing Opportunity Fund lending programs (Primero loans and Build-It Loan Guaranties). He processes, underwrites and structures financing, including the preparation of loan summaries, recommendation of loan terms and conditions, and coordination of multiple- subsidy programs. He prepares documentation of loans, oversees loan closings and reviews loan draws.

Dan Foster – Tax Credit Manager - (505) 767-2273

Tracks and processes all Tax Credit projects from initial awards, through carry-over allocations, to project completion. Reviews the initial Housing Tax Credit applications for completeness, assisting with scoring, ranking and underwriting. The main point of contact for developers with their Tax Credit documentation – Initial Application Packages, Carryover Allocation Packages, Final Allocation Packages, Land Use Restriction Agreements, and distribution of the Qualified Allocation Plan. Also organizes annual public hearings and training for the Tax Credit program.

Felipe Rael – Progam Manager - (505) 767-2249

Processes, underwrites and structures financing for single family and rental housing development projects. Coordinates the collection and analysis of all necessary due diligence for MFA’s lending. This position also prepares loan summaries, prepares documentation of loans, and arranges for loan closing as well as assisting in marketing multifamily and single-family development loan programs. A point of contact for the HOME single family and multifamily development programs.

Eric Schmieder - Indian Housing Initiatives (505) 767-2233

Acts as the Program Manager for RHED and Tribal housing initiatives, which includes being the primary point of contact for any Tribal lending initiatives. Neighborhood Stabilization Progam contact for Housing Development's Acquisition Rehab program.

Desarey Maldonado - Loan Processor - (505) 767-2243

Works with developers to process funding requests. Reviews loan applications for completeness, performs real estate analysis and preliminary underwriting, prepares documentation of loans, and is responsible for coordination of loan closings. After awards have been made, reviews and processes construction and rehabilitation loan draws.

Coordinates database input and updates department website information. She prepares and maintains the Board and Management reports. She acts as a liaison with developers and others interested in MFA’s development programs when members of the Development Department are out of the office.
