Q: What should we include in the executive summary?
A: The executive summary should be a 1 page summary of the agency's business plan (e.g., what does the agency do & how does it stay in business?).
Q: The original aplication and the three copies must include same documentation. Only one Audit Report must be submitted.
A: Only one Audit Report must be submitted. The original and 3 copies should include the application and all other supporting documentation

Q: Please explain how to calculate leveraging. Since TBRA is listed, do you want this year’s award amount, (since we are an existing program) plus any other program that uses section 8 rental calculation? What is the definition of "compatible" assistance?
A: Leveraging should be calculated by adding all current annual compatible housing awards. Please note that the TBRA that is listed is HOPWA TBRA, not HOME TBRA --- current TBRA awards may not be counted for leveraging points. Compatible assistance is any housing assistance program that uses Section 8 rental calculation – examples are listed on the application: Supportive Housing Program (SHP) leasing, Shelter Plus Care (S+C) leasing, Housing for Persons with AIDS (HOPWA) Tenant Based Rental Assistance (TBRA), Section 8/Housing Choice Voucher, Public Housing, and Linkages Housing Vouchers.
Q: Will a job description be acceptable instead of a resume?
A: No. Job descriptions may be enclosed in addition to resumes, if you choose.

Q: Please explain proposed scope of work. Would you like a line entry for each recipient or line item grouped by deposits or rent only? Do we average for recipients served from 1/08 to 12/08? Is funding formula automatic or calculated manually?
A: Please enter 1 line per county (with the amount of funds and number of households proposed), including both rent and deposits. Both the Average per Household and Funding Formula are automatically populated based on the information provided
Q: If one agency wants to pay rent in 1 county & ano the r agency also wants to pay rent in the same county, that is the n duplication, right? So only one agency will be funded? Does it matter if the number of months is different for the two agencies?
A: That is correct, if two agencies apply to pay rent in the same county the y are duplicating services and only one agency will be funded for that county. The number of months will not matter.

Q: What will be accepted as proof of status as a unit of local government?
A: Government agencies should submit a W-9 and their HUD housing authority ID number.
Q: Should non-profit agencies provide letters of support from local governments of all counties they will be serving?
A: Agencies should provide at a minimum a letter of support from the unit of local government for the area in which the agency is located. Agencies should provide letters from other counties to the best of their ability by the application deadline, and will need to supply these letters by the contract start date.
Note: TBRA RFP duplicative proposals
Please note that the RFP specifies that MFA will not award duplicative funds for the same area for the same services to multiple agencies. For example, if two agencies both want to provide rental assistance including deposits for similar maximum assistance periods for the same county, only 1 will be funded for that county. We suggest that agencies in shared service areas interested in making this decision at the local level discuss with one another their proposed programs. Otherwise, program areas with multiple proposals will be assigned to recipients by MFA.
