Program Administration and Community Development Departments
What do we do?
MFA's Program Administration Department provides oversight and support for the Community Development and Asset Management Departments. In also administers the New Mexico Housing Trust Fund, the Land Title Trust Fund, and funding under the New Mexico Affordable Housing Act. Program Administration provides coordination of activities between the State Legislature and State Agencies and MFA programmatic staff.
MFA’s Community Development Department administers programs/activities under HOME, ESG, HOPWA, RHED, RCDI, and CDBG allocations from the State of New Mexico, funding from the State Legislature and other state agencies, DOE-WAP, LIHEAP, NSP, and HPRP. Debbie Davis, Programs and Initiatives Manager, 505.767.2221. Acts as the Program Manager for SF and MF Development disbursement processing, and in the same capacity for LTTF, HTF and GIH programs. Serves as direct liaison with the State on capital outlay; member of Legislative Team; MFA contact for the Neighborhood Stabilization Progam. Debbie is the contact person for the Affordable Housing Act.
Shannon Tilseth, Administrative Assistant, 505.767.2266. Assists the Program Administration, Community Development and Asset Management Departments and coodinates the Housing Advisory Committee. Responsible for gathering departmental report data and updating department website information.
Lionel Holguin, Director of Community Development, 505.767.2259. Oversees the Community Development Department. Lionel is involved with governmental relations and works with MFA program subgrantees to sustain their programatic technical capacity.
Rose Baca-Quesada, Assistant Manager, Community Development Department, 505.767-2207. Oversees the administration of the HUD Formula Grants, including HOME, ESG, and HOPWA, as well as other funding sources from MFA’s general fund.
Karen Dunning, Program Manager and Environmental Officer, 505.767.2267. Environmental Review Officer for MFA and prepares the annual action plan. Karen is responsible for Davis-Bacon compliance.
Catherine Hummel, Program Manager, 505.767.2268. Program Manager for the Transitional and Supportive Services programs - HOME TBRA, ESG, state homeless, and the HPRP programs.
Laurie Linden, Program Manager, 505.767.2260. HOME, CDBG and RHED Program Manager for Owner Occupied Rehabilitation. She is the MFA contact for the NSP Project Management activitiy.
Gina Martinez, Program Manager, 505.767.2216. Program Manager for the NM Energy$mart Program, which includes weatherization, LIHEAP, state legislative allocations, utility funds and ARRA-WAP funding. Gina also manages the HOPWA program.
Michael Furze, Program Manager, 505.767.2256. Michael serves as a program manager for the NM Energy$mart Program and is the MFA's "green" expert. As a member of the Affordable Housing Act team, he works with cities and counties on Affordable Housing Plans.
Graciela Meneses, Program Representative, 505.767.2272. Serves as processor for invoices submitted to the Community Development Department, and is responsible for maintenance of programmatic databases for the department.
